My friend accquired a W800i for £20..

Its on T Mobile, due to the shortcuts..

He has tried a T - Mob sim in it, but when ringing he gets a engaged tone.. he has tried it with several numbers. and text messages fail to send!

I cleverly got the software info, and its as follows!

Anyon any ideas why this isn't working for him?

ok...yes the phone has been blocked on all UK networks, not just T-Mobile. The phone can probably still be used abroad, but what you should do is hand the phone in to the police. I don't know what the deal is after that whether he'll get it back unblocked after so many days if no-one claims it or something - but if they keep the phone, then he will have no way to get his 20quid back.

but shit yeh - he should have worked that out when he bought - sounds like a 'i've lost me phone please give me another on contract under insurance' kinda phone mate, you must know what i mean! - my advice, take the 512mb stick out of it, send it to me! then hand the phone in! or...he could keep the stick for himself!
