It's to do with a bug in notepad. When you open a file in notepad, it has to guess what encoding was used when the file was saved. It does this simply by looking at the first few characters in the file.

Certain short sentences can confuse notepad and cause it to use the wrong kind of encoding to display the text. So basically, what's happening is that the original text file was saved using ANSI encoding but notepad gets it wrong and opens it using a different form of encoding instead, resulting in the blank squares or, if you have Chinese language support installed, garbage Chinese characters instead.

It's nothing to do with conspiracy theories I'm afraid, there's several sentences that will trigger this bug, including this one here:
