The file that i'm downloading to update my W800 firmware can also be used to update any other SE phone, like a K700?

no, of course not
it can be used for the K750 and probably d750 but not for other dissimilar models with different hardware etc

I believe what he refers to as "the file im downloading..." is
SEUS, the application that you download and install onto the computer (and can be used to update the firmware of all supported phones)
