Dunno, I think the extra scroll bar?! and the menu page links where they are make it look a bit messy, ecspecially since there is loads of free space around it all.
But thats just my opinion ok

I think the frames are unecessary, and although I don't use it myself, it is important to have you website compatible with IE, since that's what the majority of your users will be using.

I'm viewing it in IExplorer, Very neat.
Just a few suggestions you might want to consider:
1. You can do away with framesets it makes viewing simpler and your layout doesn't really have any advantage in using framesets anyway IMO, also it makes your website more searchable.
2. Make your middle column (for text) wider so that the page becomes shorter overall thus, minimizing the need to scroll.
3. Check the layout of your tabs - it's looks cluttered in IE, better put them in 1 straight horizontal line.
