According to
this Mobile Today article, the importing of new Treo 650 PDAs is to be banned due to components that don't comply with new EU regulations:

Palm's only handset on the European market, the Treo 650, will no longer be shipped to the UK because it fails to meet component safety standards.
The model has fallen foul of the new European Reduction of Hazardous Substances (RoHS) legislation, which came into force on 1 July.
Palm officials said a successor for the phone is not likely to launch until later this year, although it says it has already shipped sufficient numbers of the 650 to suppliers in Europe to meet demand until an RoHS-compliant smartphone is ready. The company told its investors: 'We have decided not to make (the Treo 650) RoHS compliant. We expect this situation to be remedied with our European introduction of a new smartphone later in the calendar year.'
O2 and Orange both stock the 650. It's also still available in an unlocked form for £399, although Palm has recently been offering the handset to some customers for £299.
