At what percent battery life should I charge the phone? What would be the healthiest for the battery?

I've done half a dozen searches in the manual for words like life, empty, longer etc and I don't see that in the manual at all

Well the battery is not a lithium-ion battery...it's actually a lithium-polymer battery so not sure how closely related that is to the Li-ion. But yeah, I'm thinking one could charge it whenever one feels like charging it.
Btw, I haven't seen anything in the manual about charging except for one paragraph's worth of stuff....stuff like temperature ranges when charging, etc....but nothing concerning this issue.

Yeah, there's nothing wrong with chargin the battery whenever you feel like it, but for the longevity (no. of charge cycles, not the actual battery life) of the battery, you are better off with less frequent charges. So if you want to make your battery last long, say for a few years, then don't charge it unless you really need to.

Read the Wiki article! The battery depletes in capacity because of age, not charge cycles. Unless you freeze the battery it will lose capacity over time, but the advantage being it DOESN'T need charge cycles (no memory effect).
The Apple whitepapers on the iPod battery are a good read and will backup what I am saying.
