Just wondering...if I've say installed a new app, saved some documents etc and then restart the phone...does the OS rearrange everything on C: to optimise space ?

Put another way...when the phone says it is restarting to optimise performance ( which I've experienced twice in two years ! ) is that what it's doing ? Or is it just shutting down the apps in the background ? ( I do have SMan btw ! )
