No one knows for sure. It's likely that the IRC chat did happen, but the guy was probably a young kid (he said he was 26 which I don't believe) and he was trying to scare everyone in revenge for 'getting kicked off the chat' when really he was just loosing the connection.
It's highly unlikely that he formatted any of his own hard drives, particularly his system drive / partition since as Krubach said, you can't ordinarily do that through windows.
You do get people like that on tech forums and chats sometimes, for whatever reason they dig themselves into a huge hole and make a complete prat of themselves
