My charger is dead. M using my USB cable from PC to my phone to charge it. is it safe charging phone this way???

Yes it's fine.
Remember that it doesn't charge beyond around 92% when charging off the PC USB cable.

it's safe and won't harm your phone or the battery. just the fact that it do charge slower than the main charger..
