the only way u can see these numbers is that u work in FBI, CIA, or in a work operator

The guys above are correct
but
if you really really want to know who is withholding his/hers number I guess you have a suspiscion who it might be. If that person is someone you dont want to talk to you could get yourself a second phone and quickly dial that number WITH your number withheld. If line is busy you'd better think twice before answering
