I just dont understand why they did not include that feature in the P990 yet they did in the m600i...surely someone in SE must have tested the phone for usability over a couple of days and relised that it would be more usable being able to customise the shortcuts.

I suppose it's just plain logical to have those icons fixed, as the phone, arguably the most important aspect, is always there.
What you probably need to do is invest more effort into customizing the Shortcuts page, 1st icon on the left. This is where it gets really interesting and much better than the M600i.
Then again, the forth button is the app list. Makes perfect sense to me.
However, what I'm really waiting for is an app that gives me the option of having my say as to what comes up when I open the flip. Something like Tracker for UIQ 2.
