hi si there anything that will be guaranteed to hlep me download my files faster?
and also i cant install anything on my pc.my dl speed is going at bout 54.7kbs atm

Upgrading your broadband package and making sure that your PC is virus and spyware free, nothing else. Download accelerators are a con and very often contain adware which slows your PC and internet down even more.

What error message do you get? Does your windows XP account have administrator privelidges?

I'm not gonna tell you how to do it, i'll get into trouble
besides, it only works under certain circumstances.
However, the answer is well known and readily available if you type the right words into google... Something to do with windows XP safe mode, administrator accounts and a command line instruction called 'control userpasswords2'
