this is a question that has been asked of almost every SE phone since the beginning but SE have never provided consumer power IR ports in their phones and I'd be surprised if they ever will.

Psiloc released an IR Remote app for the P900, which I still use - causes hilarity once people work out I'm cntrolling their telly!
Sadly, not heard of anything for OSE(non-smart) phones....

I didn't measure the range at anytime, but happily works in any room I've tried it in......I'd guesstimate approx. 15 feet capability(no-one has a bigger TV room I could test in!).........
