I sometimes see sellers saying on there listed items that bids from members with no or very bad feedback will be cancelled... so you could do that I suppose, there might be a way through the setting up of an item, though I doubt it since that may be seen as not fair to new Ebayers.
I have had a few annoying members with no feedback recently winning the item and then just doing nothing, not paying or responding etc.

Think there's a way when you list an item to set up restrictions on bidding, so you can stop 0 rated bidders bidding but allow all others to do so.
Never used this function so can't remember where it is!

You can block the following mebers:
Are registered in countries to which I don't post
Have a feedback score of -1 or lower
Have received 2 Unpaid Item strikes in the last 30 days
Don't have a PayPal account
You cant block people with 0 feedback.

Damn, one of them just won an item of mine.
It's so annoying, I have to wait like a week before I can report it, wait another few days until I am clear to relist or give a second chance offer. Only to find out that the other person has bought another and no longer wants it.
I've been hit by these fake Ebayers too many times now!

Can someone answer this...?
Are they real people bidding?
Why do they not respond or pay?
How come these "fake" accounts are so frequent?
How come they all have addresses that seem real enough?

I really dunno mate, they seem to make new accounts and just buy your phones, i dare'nt put anything with a BIN these days as they just buy it straightaway. This was a email i got from someone who bought my V630i with the BIN..... her name was Sara Linda funnily enough which also sounds like a legit name and "she" had a legit email too....
"HELLO HOW ARE YOU DOING I WANT YOU TO KNOW THAT I

CALLED ME THAT HE WILL BE CELIBRETING HIS BIRTHDAY SO
I
DECIDE TO BUY THIS ITEM TO HIM I WANT TO KNOW IF THE
ITEM IS GOOD AS A GIFT AND IF IT GOING TO WORK FINE.AS
I WILL LIKE YOU TO PLS GET BACK TO ME WITH THE
SHIPMENT COST VIA ROYALMAIL FIRST CLASS DELIVERY TO
HIM AND PAYMENT WILL BE MAKING VIA PAYPAL.
THANKS BUSINESS IS ALL ABOUT TRUST."
