As far as I know, GSM data maxes out at 9.6KBPS, so why does my T65 have 3 higher settings in the Data Rate menu under GSM Data?

Standard gsm goes to 14/4-if your network suports it u can go upto 28/8 which is hscsd or high speed data

When I connect my laptop to the internet using BT or IR I can use 28.8kbit/s as data rate.
But when I connect to the internet or wap using browsers or email clients on my phone the maximum is 9.6 kbit/s.
Why is this??
I would like to connect 28.8 kbit/s especially when I want to send pictures..
