At SEunlock.co.uk, we have access to almost all firmware files, including the latest R9 FW's for P990i, M600i and W950i.
As well as almost all versions of FW for all kinds of SE phones, including many regions, and CDA options. We would support pretty much EVERY SE phone inc. DB2020.
This would be hosted on a high speed dedicated server, with 99.97% uptime, and would be regularly updated and maintained with all new releases.
I am keen today to find out if anyone would be interested in us providing this service.
Please let us know by posting with the words, YES or NO, in this thread.
There would be a one off cost for joining the service which would be ~£10 for a lifetime membership, with unlimited downloads and access to the latest updates.

There are some free options at the moment, however in my opinion they are severly defficient, as they don't support all phones, especially the new PDA models, and don't have all of the latest updates.
This would be themain difference, we would support all models and also have regular updates, as soon as new FW comes out.
£10 is only 42p a month if you use the service for 2 years, we will host this and maintain it for as long as it is required and that may be 10-20 years, you will only ever pay once. Who cant afford a few pence a month for lifetime updates to the newest FW.

For users who are 'starting from scratch', what else would be needed i.e. cost of hardware/software to flash firmware to the handset and initial/ongoing costs?

There are softwares available to flash SE phones which are free, I will not list them here, however if you do a search these are available. there are also pay for services however the are expensive.
I also wish that this could be a free service however the cost of set u and hosting is amassive. We are talking about a server wuth GB's of storage, and having to have Unlimited traffic due to the size of files, and the amount of possible downloads. Making this free is not practicla as it would cost us a substantial amount merely to get this infrastructure in place.
