I use dbpoweramp music converter..... get a torrent and you can have the full version (not encouraging illegal downloading ofcourse, pay for a license!) Its great, can convert between formats aswell, the quality depends on what you personally like. I wouldnt go below 64 though.

I use Total Recorder. apart from recording sound

, it can change the file's format, bitrate and so on. You have a lot to choose from, many formats, tons of compression levels for MP3, and so on. Even though it's not a dedicated program for this, it's very good. Persons who know alot about mp3 format technically, can have their tunes in high quality and low file size. You can download from totalrecorder.com
The only restriction only aplies to the recording function, so for your needs it's ok.

WMA & AAC r gud common audio formats, wen it comes to size to quality comparison. 92Kbps wud b gud for both.
Always try 2 stick to one format itself...

I use Audacity, an open source audio software. It needs the LAME (external) plug-in to convert to or reduce the bitrate of mp3 files. Very simple to use. The site has user guides too.
Fabulous and free.

Winamp will convert to eaac+ in standard version. You can really reduce size with no noticeable drop in quality if you're phone can play that format.
