sold a phone to a guy in poland, its a faulty phone, but the guy does not have a confirmed address, although he says its impossible to get one where he is from, is this false?

should I risk it?

value is just £30, he told me to wait until money was in my bank until I sent it, but I know that shouldn't make much difference really.

As far as I am aware if he has paypal then he can make it confirmed. Send it international signed for for a bit extra protection.

Also if his paypal address is unconfirmed and you send it you will get no protection from paypal (not that paypal gives a hoot about sellers anyway).

You cannot get a confirmed address outside of the UK, USA or Canada.
Also Royal mail will not insure any phone going outside of the UK for more than £32 any longer ..even if its by a signed for service.

This is the reason I no longer sell on Ebay outside of the UK.
