Depends how advanced a site you want. There aren't really any shortcuts in learning html programming or e.g. actionscripting for a Flash site, it's a question of learning it.
The quickest way I know of setting up a fairly simple site (with no knowledge of html programming etc) is http://www.mrsite.co.uk/
I've set up a mrsite site within approx 30 mins. It's really simple, and you can buy a domain through them, or use one you already own.
