i have installed a new windows on a new computer with ie7 and when you scroll on any site page it dont scroll normally it goes down slowly , bit by bit its hard to explain cause it aint normal. if you got any clue please help, thank you

Try some mouse drivers m8, my M$ one done the same, then I installd the M$ mouse drivers and it sorted itself out, can also customize the buttons.
Also, go in to control pannel and click on Mouse, there's some settings there you might want to try.

There is some setting related to how many lines the text on the moves down with one mouse scroll. So check that.

Have you checked that smooth scrolling is enabled. Tools > Internet Options > Advanced (tab)
