1) Open Opera Mini in Flip Open.
2) Close the flip.
3) Hold down "More" on the standby screen to get Task Manager.
4) Choose Opera Mini.
5) Download something that Opera Mini cannot open, like the very jar file for Opera Mini, for example.
5) You'll get the usual security warnings, and then it will confirm that it needs to exit to download.
6) Eventually it will close, and you'll be on the standby screen.
7) Open flip. Open Web. Shortcuts are available on the Web menu!
By the way, all of this (apart from 1 and 7) is done in flip closed.

Yes. I have experienced the same, there's another thread about something similar somewhere around here. Apparently it's some sort of programming error, and might be the way Opera Mobile is supposed to be but that was 3 firmware updates ago. Sadly there's no other way to get those shortcuts.
