My friend recieved a gift of SE T610. When he tried to access internet form it he realised its locked to T Mobile and won't work with a local Service Provider.
Is ther a free software He can use to unlock the phone?

I don't think so but depending on where you are, you can take it to your local mobile phone shop who can unlock it for you for next to nothing.
Have you not tried contacting t-mobile? They will normally do it for you if the phone is over 1 year old.
