I've been trying to delete my contact list by marking all and selecting delete, but keep getting the Locked message. What is that all about? My phone is unlocked

has got nothing to do with the fact that ur fone is unlocked from any network.

No. I am not saying to delete them one by one. repeat the procedure. select all and then delete ALL. I am saying you must have to this several times. Of course it should work from the first try. This what happened to me and I had to repeat 2 tmes. After that no contacts anymore.
But may I ask you if you have the latest FW? This might be another issue.
