Does anybody know where i can unlock a t300 in london?

There was a new act passed on 4th October 2002 (called "The Mobile Telephone Reprogramming Act") that now makes it illegal to re-programme mobile phone IMEI numbers, or to supply, or offer to supply, reprogramming to anyone else. It is also illegal to possess, supply or offer to supply, equipment to re-programme IMEI numbers.
For any of these offences there is a sentence of 5 years in jail, an unlimited fine, or both.

For some reason the guy at T-Mobile, after answering that yes the phone was locked, that T-mobile can unlock the phone for me for 30 pounds.. which didnt really make sence

A simlock can always be unlocked by the operator its lock to. And that is not a big deal if you do it yourself, as noone ever (almost) can tell.

Yes, T-Mobile (and Orange) lock ALL their phones but will unlock for an "admin" fee after 1 year. Most PAYG operators will also offer this service as they usually always lock PAYG phones.
T-Mobile can tell you how to unlock the phone legally (without re-programming) as thay hold the key to the lock that they applied onto your phone. Just call up their customer care and they will sort it out for you.

As an extra note about people not being able to tell if your phone has had it's IMEI changed or re-programmed.
This is not true. Everytime you use your phone, your phone number, SIM serial number and phone IMEI is sent to the network. And (for example with Vodafone) if your IMEI is in the database of barred IMEI numbers then your account will be frozen just for using an illegal (or stolen) phone.
Other countries and their operators also share IMEI information. I know a couple of years ago my Virgin SIM was blocked in Norway because I was roaming on a different phone that I registered with Virgin! They quickly sorted it out after I called them, but was told that it was automatically blocked because the roaming network thought my SIM may have been stolen while in Norway.
How efficient is that?
