The service is called Reserve Tank and allows users to use £2.50 of extra credit to make calls and send text messages in an emergency.
Orange are launching the reserve credit initiative as part of the Speak Easy plan which is aiming to simplify PAYG tariffs by offering 15p per minute rates at all times.

They did it have a reserve call service before aswell, but that was only for £1 worth of emergency calls.

O2 does lend a Quid, where they lend you a quid credit, which u have to pay back, by topping up by a certain date.
