I might embark on a PDA project to develop a PDA app that will allow me to edit my T9 dictionary entries.
I'm looking for technical specs on this. Anyone from
who can provide this?

GOwin, try the Ericsson Mobility World. It's their developer network. But, your interest is regarding T9, so you might try Tegic, who licenses T9 to manufacturers.
