I want to add or replace a shortcut bar with a new short cut, for example I want to replace the "Contacts" shortcup button with "DreamContact" shortcut.
See what I mean "shortcut bar" here

It sounds to me like the OP just wants to replace a shortcut - ie, to change the Contacts shortcut to Dreamcontacts, you'd do this:
1. From the standby screen, scroll the wheel until the Contacts icon is selected.
2. Press the "more" button, and select "Replace" (top of the list)
3. Select "application" in the menu that appears
4. Select "Dreamcontact" from the list that appears (assuming you have it installed).
5. Change the default icon and/or name if you want to, then press "save"
6. Voila, your shortcut has been changed...
