just before the defective P990 gets a stable firmware, we see the P1...now we see an HBH GV435a that claims to solve our problems of 'crackling'...W960 that even the ods of the 950..mere upgrades, not even successors
what the hell SE??

As far as we, the consumers, can't take any action against such manufacturers they can continue to treat us like guinea pig and promote thier bugware again and again to buggrade our phones.

No.
If they were they would be saying here have a P990i for £400 but then giving us a W300i.
No handset is ever going to be perfect, there will always be bugs. SE could release the P990i and then spend the next 10 years ironing out all the bugs and changing the features that people want and then people like you would complain that they never release new handsets.

is this a justification for the release of a handset with immature firmware, which is not even capable of performing the most basic tasks like answering a phone call, let alone advanced functions, like multitasking, etc. ?

The simple answer is of course not how can they be? unless i have missed something and they are now sending round people to escort to a phone dealers and insist you buy the model they decide is right for you. It's called free choice you should know what you are buying if you buy something and it doesn't work to your satisfaction then return it, complain or do both.
If they are not producing what you feel you want or need or that the models are not enough of an upgrade in your opinion then just don't buy it no one is forcing you to.

of course we are free to chose, but the fact that a company treated us quite good in the past and now misuses this trust of the customers by offering unfinished and malfunctioning products is the worst thing a company can do. most customers complain and sell or bring back their phones and won't buy it again. so the future of a company like SE is written...and if they don't listen to the users that actually complain - because these customers are the ones that bring a company further - then...enjoy your buggy and very expensive toy and be happy with it and don't argue if there are users that actually complain and have ideas!
i would really...actually i am going to open a new thread to find out how many past and actual UIQ users will consider to buy a future SE UIQ phone. i am pretty sure that the results will be worse than if we made the survey 10 months ago...so this should be a sign for SE and that they should stop their scamming...
