i wanted to buy a phone. the mobile should be between 12000-14000 rs pakistani
and the features that i want are symbian any manufacturer good quality built in speaker

there are very few choices for you in the budget of USD 225. i think nokia 3230 may suit you.
why don't you consider N72 or N70 though they are at little higher budget.
