Hi all,
Is it possible to reset all the data from W950i without turning it on.
I know how to make master reset when phone is on, but mine is restarting continually even before it shows enter PIN menu.

You could try doing the update. I have an M600i and had a similar issue with the restarting... I followed the button squence to prep the phone for the update and surprisingly, the phone responded!

If it was the result of a bad flash, make sure you delete everything in SEUS's DB folder first, otherwise it'll just install the same thing it did last time.

Nothing has worked. I left the phone in service. They deleted all the data and now is OK
They used some program on their computer, I wonder what it was.
