i planning to buy k850 when it is released but many rumours says that after the k850 is launced a new SE that is 7.1 mp will be announced., so shud i wait or buy k850?

There's always going to be something better in the future. But even if SE did plan to announce a new phone with better specs, the release of that phone probably would not be out until next year. If you kept waiting for the latest and greatest, you might as well not have a phone as all you'll be doing is waiting.

Dont underestimate how much of an improvement HSDPA is, especially for mobile broadband use.
