i dont get you??
surely you would then just make a tariff with 1000000000000000000000000 mins and unlimited texts for £5 per month? Or are you talking about choose how mnay minutes and texts etc and then let it calculate a price?
well theres these kinda things but not sure if its what your after cos you cant exactly build your own

I wanna pay £15 per month say not many Tariffs offer that except "3" but basically I want to be able to plan my own cheap tariff which suits me im not after 1000 texts or Unlimited things as im aware these cost more anyway I just want a cheap basic plan with a free phone not spoofed about how long the contracts have to be for neither
thats what im basically saying
75mins to 100 anytime any network!
500 text messages.
and cheap GPRS lol
I want to be able to create that myself off a site,
I don't want something there offering I mean "3" offer that but I want another network to compare etc

No, because tariffs are set by the networks and not the websites.
