is voipbuster easy accesable?

may providers have in their customers conditions a rule which sais; voip calls are not allowed. like using skype on a mobile with vodafone, will result in a penalty

That is indeed the case with many of the lower tariff Data plans but can be used on some of the more expensive ones. Also they can't stop you using it over WiFi what ever they say.
