I'm not sure its a referral code. These freesims almost always have something there and if you just use the first part of the url
http://freesimo2.o2.co.uk you still see such a code generated at the end of the url you end up at

if you just click on
http://freesimo2.o2.co.uk it only gives you the option for 2 free sim cards, but if you click the ones from sponsored links (MSN, MySpace) etc, they offer 4 free sims.
So i'm guessing thats what the different codes at the end are for.
