First I would get the user's contact details using this webpage:
http://search.ebay.co.uk/ws/s[....]earch?sofindtype=9#ContactInfo

You can normally get their telephone number if they have entered it in their account details. Give them a ring and ask them whats going on. I have done this quite a few times and its quite effective and they get cuaght off-guard because they never expect a phone call

If after 7 days you are still not getting any contact or payment, you can open an unpaid item dispute. However, you cannot do this before 7 days. You can get more details about this process here:
http://pages.ebay.co.uk/help/tp/unpaid-item-process.html

If you win the dispute, or the buyer indicated that he does not want to pay for the item, you can relist your item for free, or offer a "second chance offer" to one of the other bidders for free.

If you need the money quick, I would just message the second highest bidder asking if he would accept a second chance offer, as the winner is not reponding. If he says he would accept it, I would just phone/email the winning bidder and tell him that you no longer wish to transact with him, then offer the second chance to the 2nd bidder and continue the transaction with him.

Some people @miss uk want to be pushed from behind with some little fire. Be patient and give the buyer a push to the right direction.
