I think it's there to alert the other party that the conversation is being recorded. Something to do with the Human Rights/Data Protection act.

that is actually not true...it's an urban myth propagated by movies, tv etc.etc, if you talk about recording other people's conversations, yeah, you'd be right! you're own conversations you can record and record and record... and you do not need to tell the other party! the phonemakers are just covering their butt, but check e.g. pvr and other 3rd party apps: no beep if you don't want to!

as to "human rights"...lol...ratification? "where" are you talking about? no, your human rights allow you to record your every conversation secretly, however: if you're up to no good with that recording, it may later be inadmissable, but NOT because it didn't beep, but because you were naughty!
ask a solicitor... she or he will give you enough example of situations where you want to record secretly!!! they haven't banned old tape dictaphones either, have they!?

It is against federal communications law to tape telephone conversations without the knowledge and consent of all parties to the call. This is a direct statutory violation for which damages may be sought (you may be charged), as well as a bar to the admission of any evidence that may be contained in the recordings.
You can give knowledge of the taping by (as most customer service centers do) giving verbal notice at the beginning of the call or by having a beep sound every 8 seconds (which is the case with your K850).
Penal Code section 632 makes it a felony offense to record a telephone conversation without the consent of the parties to the call. Civil liability exists to doing this as well. See, Civil Code section 1708.8.
I would strongly advise you to consult with a local attorney who practices criminal law or communications law before you do anything with the recordings.

What's even more annoying is that the beep is also recorded to the sound files created by the recording mode and that it also appears to be not possible to access the recording mode from a shortcut key while in a call unlike on the K800i.
I'm hoping there's a way to turn off the beep in a future update, as someone's stated already on here UK law does not require it.

The beep is there to ensure that the recording is legit. Else the recording will not hold in a court.
About the UK...
RIPA, does not prohibit individuals from recording their own communications provided that the recording is for their own use. Recording or monitoring are only prohibited where some of the contents of the communication - which can be a phone conversation or an e-mail - are made available to a third party, i.e. someone who was neither the caller or sender nor the intended recipient of the original communication
So, you do not have to let people know that you intend to record their telephone conversations, provided you are not intending to make the contents of the communication available to a third party. If you are you will need the consent of the person you are recording.
...
So in short, it is legal in the UK to record your own phone calls without telling the recipient - person on the other side of the line - as long as no parts of the recording are made available to a third party.
The beep every few seconds tells the recipient he/she is being recorded, making the recording legal to spread to third party.
