Is there a program out there to convert amr to mp3 files. Or just to edit the amr file?

Google "Super C" and download that. It'll convert AMR files into MP3...and convert a whole bunch of other things too.

I highly recommend the 1st though since it is much faster than the other (converted a 42 min recording to a mp3 in some seconds on an old computer), and it produces valid files (unlike the latter that uses SE's converter which doesn't produce valid wav files)
Both are free
