My phone is running an older OS and would like to upgrade, but the SR upgrade app says I am already running the latest OS.
What gives?

Change your CDA, it's only available for the WORLD phones and I'm guessing yours is not one of them... about changing the CDA, read the forum a bit and you'll easily find it (as well as the answer I've just given).
