How do I convert my mp3 files to the required .dcf file. And I already tried the .dm files and they do not work. Anyone have a converter for this? Or know another way for me to play mp3 files as the ringtone?

Welcome to Esato!

How about selecting any mp3 file (after locating it via file manager), hitting More - right selection key and choosing the option Use as -> ringtone.

Hope this helps - I believe the W530 UI is not different from that in other recent SE phones in that respect.
