I've never noticed this, doesn't seem like a bug, maybe something new because I'm sure I was able to reach the task manager while making a call. I thought I'd ask in case. When making a call, at the stage where the phone is ringing and you see the progress bar moving from left to right [and apparently even if the other person picks up], if i try to touch the Task manager for example, I get a message about status bar lock. I've attached a picture.
Clicking yes, lets me continue to the task manager or whatever else as normal.

Its a new feature in the most recent firmware.
I suppose its to make it so your ear cant accidently open other apps you dont want open
