In the beginning SMTP/POP3 access to Yahoo was free for everyone. Later Yahoo started charging for this service, but as it is illegal in the UK to give something for free and later ask you to pay for it, this is still free there.
AFAIK, you need to specify UK as your country of residence when you register a new Yahoo user name.

Hahaha, that was a good one. Yeah, try....
www.yahoo.co.uk where you have to register with a new e-mail address. What he means is, if you want access on your phone you have to pay for POP3 at yahoo.com - that's about3$/month.
