Preferably, one that can read *.TXT or *.CSV files. I've found a handful so far, but none have file-importing capability.

Doesn't have to be free, either. I'll pay for it if it's good.

Does any such animal exist?

I use the Notes, which sucks to make lists in...

there's a great UIQ app called Projekt, awesome for making lists in... wish it were Java too!

Something web-based might exist?
