My guess - they've actually bought a deal for getting Opera 9 on /some/ of their phones (quite possibly together with some sort of integration of web- content in UIQ), and have, through incredible foresight, prevented Opera from releasing a separate browser for the UIQ platform.
Hm. Is it that time again? Why, yes, I think it is time for yet another angry letter to SE. Whereupon the response will consist of "we do not give out details about upgrades, or development goals - maybe you can try Opera mini, if you want your stupid zoom- function?".

Well, if SE ends up not implementing this in their next firmware upgrade for the other UIQ devices - while other OSs will have the browser as a separate download, or bundled with their devices - then I won't be buying another UIQ device again while SE is a shareholder, then will I.
Seriously - if they get away with that - not only dropping a very likely excellent upgrade deal that would increase the value on the existing UIQ phones, but also blocking 3rd party developers from offering a product to the UIQ platform (and this would be a new product, not an upgrade) - then they're actively opposing the main UIQ development goals.

The question is what sort of relationship that creates between UIQ and SE, and whether UIQ at all has any reason to aim for backwards- compatibility and upgrades like this, when SE doesn't seem to care...
On the other hand, if UIQ "owns" Opera for UIQ, then they should be able to program a standalone app, as well as an integrated one...

SE's deal to put 8.65 on the P990, M600, P1 etc almost certainly didn't cover Opera 9. Bug fixes/improvements to 8, but not 9 - that's a new product requiring a new license from Opera, probably on a per-device basis. Why on earth would SE pay to put Opera 9 on phones they've already sold with 8.65 (which they also paid for) on board?
As for why Opera aren't releasing Opera 9 for sale as to existing UIQ3 customers, if that is the case, that can only be a commercial decision made by Opera - not SE. Whether SE want them to or not, it's for Opera to decide how and when to release their own software.
