I know for a FACT that
mobile phones can ONLY PLAY videos in 3gp formats . . . but can it ALSO play videos in: MPEG 4 format

phones can play mp4. Not sure about real8 and wmv. But that link seems to show that

Since the days of k550i, every se phone can play mp4, except some j-series. I'm not sure about real format though. But my phone can play real media as streams only. But can't play real media files.

Yes, unless you chose not to compress it. (keep the quality)

@all - OK, I now manage to convert some wmv and mpeg videos to 3gp video format .. . my query now is . . . do I HAVE the RIGHT settings here (see image below) . . .
I set it AS IT IS (default), I am contented with the standard settings, no need to MODIFY the OUTCOME result of it . . .
