Hard to say, prizes differ in different counthries and we don't even know, where you're from.
Phones with VGA-cams usually are cheap though.
But they're not good, unless maybe for quick snapshots.

Well, I'm from NL, so the phones in your country are a bit cheaper, than here.
Are you considering a rather up-to-date phone, then the SE K320i would be good, cam is VGA, so only good for snapshots, but the phone has GPRS, infrared and even Bleutooth, it's a nice little, complete phone

It's not expensive, when bought simfree.
