The question is which C: drive, the PC or the phone's?
Try use the phone. Add a few fake contacts, a few calendar entries, etc. Maybe there's some folder missing that needs to be created?
It's a wild guess I know ...
Is there anyway I can access the file stored on the pc and view the contacts to manually put them back in or any other method?
No, unless you brute force attack the backup files, as the backups are Zip files with password (I can't recommend it)
