Does any one used uiq3.0 sdk if so what is it really for
does it is made for testing uiq 3 softwares or something else

Yes you use the SDK for developing and testing. However you must compile your software differently to run it in the emulator.

I use .NET too, but this won't work for UIQ.
You need some Symbian stuff for doing UIQ software - get the SDK here:
http://developer.uiq.com/ but I don't think there is a decent free IDE for it. They list some here:
http://developer.uiq.com/devtools_tools.html and do mention VS2003, but I use VS2005 so I haven't tried yet...
The other option is that all the UIQ phones still support Java, so you could also write your software in that using the Netbeans IDE and the stuff available via developer.sonyericsson.com
