ip isn't deleted with cache it is given to you by your network operator, if you have modem the chance is great it changes when you disconnnect and connect again, if you have lan and disconnect the chances are small your ip is affected but everything is possible afaik, depaends all on your operator
isn't this in the wrong forum ??

Hi med,
Doing what you suggest will make no difference Google is your friend and there are many software programs around @$30 or so that will change your IP constantly and even make it appear you are in a different Country.

depending on how you are connected to internet, through hardware router/firewall etc, you can change the mac address of the interface that is out towards internet. For example if you are using a hardware firewall, you change the mac address on the wan port (if it does support it). By changing mac address you will probably get a new IP address unless your internet service provider has assigned a static IP to your connection.

Here you can find plug-in if you use Firefox, requires some basic knowledge:
http://www.torproject.org/
Can be used without any set-up; xB browser, previously known as Torpark:
http://xerobank.com/xB_browser.html
Should be simple. Good luck!

open dos console (windows + r, type command and hit enter)
type;
ipconfig /all
to show your network settings
now type ipconfig /release
after that
ipconfig /renew
