My battery's dead and my charger's broken. I can charge via USB, but only if I turn the phone on, right?

Can I give it enough of a charge to power up so I can plug it into my pc if I apply the proper voltage and amperage straight to the battery + and -?

USB charging can start charging from flat I think, but it could take a while (30 mins maybe ???) I wouldn't risk it and finding another SE charger souldn't be that hard anyway
