I've done this before so a search should find it but i'm feeling generous so....
PC Setup
Skip steps 1 and 2 if you have already installed the Bluetooth (from now on Bluetooth = BT) device on your PC.
1 - Install supplied BT drivers for your device.
2 - Start and configure your BT device. Choose a name such as “Computer”
3 - In the case of the drivers, ensure that you have enabled and configured 'Network Access' amongst your BT services.
***When configuring Network Access, make sure that you allow other devices to connect through your device rather than create a 'Private Area Network': ****
4 - In Windows, click Start > Settings, and double click on 'Network Connections'
Your connections should now include your newly-created BT network connection, in my case called 'Bluetooth Network'.
You now need to create a network bridge to bind the BT connection with your default internet connection, in my case this is my LAN connection.
Drag a selection over your default internet connection and your BT connection, right click and select 'Bridge Connections':
Phone Setup (Sony Ericsson W950i)
1 - Add a new BT device:
[MAIN MENU] > [CONTROL PANEL] > [CONNECTIONS] > [BLUETOOTH] > [DEVICES] tab > [NEW DEVICE], wait for your phone to find the BT device you set up on your PC (MOSCOW)... > Connect, now pair your phone and your PC as you would any BT device.
2 - Create a new internet profile:
[MAIN MENU] > [CONTROL PANEL] > [CONNECTIONS] > [INTERNET ACCOUNTS] > “More” > [NEW ACCOUNT] > [BLUETOOTH INTERNET (PAN)]
Name: 'My Bluetooth Internet Connection'
Connect Using: “Computer”
And that's it. Use this profile as your default when you're within range of your BT device.
